Folks who have been on this site for awhile have been educated in the concept, "There will be attrition". There are fans and detractors but there is general understanding of the phenomenon.
There will be attrition and it is quite predictable, as a whole. We cannot predict how many football players will leave because of injury, academics, girl friends, lack of playing time, bad fits (both for the student and the team), marijuana, etc. However, we have so much data that it is quite simple to estimate TOTAL attrition and therefore the total number of scholarships available.
I have been doing this for 5 or 6 years and have never missed. It is just simple use of statistics (standard deviation calculation).
Many months ago I calculated the number at 21 available scholarships and have said that we had 20-22 available. I am not that smart but I do understand basic statistics and know when to use statistics. You can make the same calculations.
